National Learning Assessment

Data Scientist and Technical Consultant, working with assessment specialists and information-systems colleagues.

The institutional need

National standard-setting workshops needed validated score distributions, structured capture of panellist judgments and clear analysis to inform performance-level discussions across several subjects and grades.

My contribution

  • Data preparation. Cross-checked assessment items against official test maps, built item worksheets and validated score-frequency tables against their SPSS sources.
  • Digital tools. Contributed to the Digital Angoff Rating Form and admin dashboard, supported four rating rounds and resolved reliability issues when many panellists used the form at once.
  • Analysis. Built agreement scatter plots, impact histograms, proficiency-band displays and proposed cut-score graphics to support facilitator and panel discussions.
  • Closeout. Compiled final panel ratings and cut-score results, and ran the participant evaluation.

Federal Scholarship Management Portal

Head of Projects and Partnerships, Public Sector, followed by an external consultancy engagement.

The institutional need

Scholarship administration needed one digital workflow covering applications, verification, processing, approvals and executive reporting, with government decision-makers, operational users and the engineering team aligned behind it.

My contribution

  • Requirements and reporting. Defined application, verification, approval and reporting requirements, and shaped dashboard indicators for applicants, beneficiaries, disbursements and distribution by gender, state and geopolitical zone.
  • Government engagement. Led engagement with more than 15 external stakeholders, up to ministerial level, and turned their feedback into requirements and delivery priorities.
  • Delivery coordination. Coordinated a team of about 12 across product, engineering, projects and partnerships, with plans, milestones and risk updates for leadership.
  • Commercial progression. Developed proposals, budgets and delivery plans and supported the opportunity through procurement to a formal contract award.
  • Wider portfolio. Developed education-sector concepts to proposal stage and managed procurement and compliance submissions.

Delivery position

The portal reached user acceptance testing in February 2026 with 16 Federal Scholarship Board personnel. The contract award is an evidenced commercial milestone. Adoption, processing-time savings and beneficiary outcomes still need to be measured.

I manage the interface between a public institution and a technology delivery team: making operational requirements clear, sustaining stakeholder engagement and keeping leadership informed about the decisions that affect implementation.

LEARN to Read

Data Systems Advisor, April 2022 to February 2025

Designed data pipelines, monitoring frameworks and automated dashboards. Led data quality assessments and indicator reviews, and worked on literacy assessment and classroom-observation analytics for programme reviews and education planning. My work covered Gombe, Adamawa and Niger states, as well as Sokoto and Bauchi.

Led co-design workshops with education stakeholders in Sokoto and Bauchi, and contributed to an EDMIS prototype combining learner, teacher, facilities, supervision, assessment and materials information. Trained and coached state and local officials on visualisation, system use and interpretation.

The EDMIS work was prototype development, not a nationwide deployment.

NEI Plus

ICTD and Digital Education Manager, 2019 to 2021

Led ICT4D delivery and digitisation of assessment and monitoring tools supporting more than 200 schools in the FCT, Bauchi and Sokoto. Designed collection, validation and reporting workflows, and built dashboards covering learner performance, attendance and teacher effectiveness.

Led development of a centralised digital repository, contributed to Creative Associates' global MEDAL system, and supervised technical staff.

My education systems work connects technical design with institutional ownership. I work through data quality, user needs and reporting practices so that a system supports the people responsible for planning and delivery.

Senior ICTD Systems Specialist, Management Sciences for Health, 2010 to 2016

Designed and supported pharmaceutical supply-chain, health-indicator and facility-reporting systems across more than eight states. Administered DHIS2, supported HMIS and NOMIS environments, and ran data-quality and organisational capacity assessments.

Led CommCare and mobile DHIS reporting initiatives, supported EMR deployment in Kwara, and trained more than 300 health workers and M&E personnel.

Third-party monitoring

Senior MEL and Data Manager, Management Systems International, November 2021 to March 2022

Managed data operations for USAID third-party monitoring and verification. Reviewed performance datasets and partner reports for quality, worked on evaluation instruments and mixed-method synthesis, and prepared evidence briefs and learning reports.

How I lead delivery

I clarify the operational problem with users, translate it into requirements and reporting needs, and work with technical colleagues on practical delivery. I use demonstrations and structured feedback to resolve gaps, make dependencies visible to leadership, and support teams through training and follow-up.

That experience includes cross-functional coordination at Casava, supervision of technical staff in education programmes, programme coordination at Noble Perceptive (2016–2019), and management of technical teams and vendors as Project Director, Network and Systems, at Lana Commercial & Synergy Ltd (2016–2020).

Research and professional exchange

My MSc dissertation studied attention span, with 277 participants. I presented a poster on centralised data systems for teacher support at the KIX Symposium in Abidjan in 2023. Two of my abstracts were accepted for ICT4D Accra 2024, on teacher-support platforms and on co-creation and co-design.
